“The Committee rejects Lord Pannick’s criticisms… The Committee accepts the view of its neutral authorized advisers and the Clerks that Lord Pannick’s opinion is based on a systemic misunderstanding of the parliamentary course of and misplaced analogies with the prison legislation.”
